REACH Tariffs Published
The European Union (EU)
has published the Regulation (EC) No. 340/2008 concerning
the fees and charges payable to the European Chemicals Agency
(ECHA) pursuant to the REACH legislation. This Regulation
has entered into force on April 20, 2008.
Based on the Regulation,
no fee shall be levied for the registration of a substance
in quantities between 1 to 10 tonnes where the registration
dossier contains the full information required. Standard registration
fees (Note 1) range from EUR 1,600 to EUR 31,000 depending
on tonnage. A 30% to 90% discount on the fee is available
for SMEs (Note 2), while a further 25% discount will be applicable
if information on substance properties is jointly submitted
by the lead registrant in the Substance Information Exchange
Forum (SIEF). The fees will apply with the start of registrations
of new (non phase-in) substances on June 1, 2008.
Apart from Registration,
the charges for the application and review of an authorization
start from EUR 50,000, although similar reduction for
SMEs also applies.
The Regulation also defines
additional fees such as, for the registration of isolated
intermediates, fees for updating registration, fees for requesting
certain information from disclosure to public, fees for appeals,
and fees for notifying substances for the purposes of Product
and Process Orientated Research and Development (PPORD).
In case a non-EU manufacturer
appoints an only representative to fulfill the obligations
of the REACH legislation, the assessment of whether the reduction
for SMEs applies shall be determined by reference to that
non-EU company in connection with the transaction concerned.

Note 2: SME means
a micro, small or medium-sized enterprise within the meaning
of Recommendation 2003/361/EC.
