Following are the summaries of current anti-dumping duty (AD) actions pertaining to mainland China taken by the International Trade Administration of the US Department of Commerce (DOC):
Commodity: Preserved Mushrooms.
Nature of Notice: Extension of Time Limit for Preliminary Results of New Shipper Review in AD Investigation A-570-851, effective 17 March 2003.
Summary: The DOC received timely requests from Xiamen Zhongjia Import and Export Co, Ltd, and Zhangzhou Longhai Minhui Industry and Trade Co, Ltd, for a new shipper review of the AD order on preserved mushrooms from China. In September 2002 the DOC found that the requests for review met all of the regulatory requirements and initiated this review covering the period of 1 February through 31 July 2002. The DOC has now determined that the preliminary results of this new shipper review cannot be completed within the statutory time limit. Accordingly, it is extending the time limit to 27 July 2003.
Commodity: Petroleum Wax Candles, classified under subheading 3406.00.00 of the Harmonised Tariff Schedule (HTSUS).
Nature of Notice: Final Results of AD Administrative Review in Investigation A-570-504, effective 19 March 2003.
Summary: The DOC has determined that a dumping margin of 65.02% exists for Dongguan Fay Candle Co Ltd, for the period of 1 August 2000 through 31 July 2001. The China-wide rate stands at 54.21%.
Commodity: Glycine, classified under HTSUS subheading 2922.49.4020.
Nature of Notice: Preliminary Results of New Shipper Review in AD Investigation A-570-836, effective 20 March 2003.
Summary: The DOC is conducting a new shipper review of the AD order on glycine from China. For the period of review, 1 March 2001 through 28 February 2002, the DOC has determined that a dumping margin of 43.44% exists for Tianjin Tiancheng Pharmaceutical Co Ltd and its producer Baoding Mancheng Eastern Chemical Plant. The China-wide rate is 155.89%.
Commodity: Polyvinyl Alcohol, classified under HTSUS subheading 3905.30.00.
Nature of Notice: Preliminary Determination of Less-Than-Fair-Value (LTFV) Sales in AD Investigation A-570-879, effective 20 March 2003.
Summary: The DOC has determined preliminarily that LTFV sales of polyvinyl alcohol from China have or are taking place. On 21 October 2002 the DOC issued an AD questionnaire to the Chinese Ministry of Foreign Trade and Economic Co-operation (MOFTEC) with a letter requesting that it forward the questionnaire to Chinese producers/exporters accounting for all known exports of subject merchandise. The DOC also sent courtesy copies of the questionnaire to the China Chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters, to all companies identified in US Customs' data as exporters of the subject merchandise during the period of investigation, which is 1 January 2002 through 30 June 2002. The companies thus identified included BV Rebes, Chang Chun Plastics Co, Ltd, Sichuan Mianyang International Trade Co, Ltd, Sinopec Maoming Refining & Chemical Co, Ltd, Sinopec Sichuan Vinylon Works and Sichuan Weinilun Chang. Now, the DOC has preliminarily determined that the weighted-average dumping margin is 0.20% for Sinopec Sichuan Vinylon Works, and that the China-wide rate is 97.86%.
Commodity: Malleable Iron Pipe Fittings.
Nature of Notice: Postponement of Preliminary Determination in AD Investigation A-570-881, effective 21 March 2003.
Summary: On 19 November 2002 the DOC initiated the AD investigation of imports of certain malleable iron pipefittings from China. The notice of initiation stated that the DOC would issue its preliminary determination no later than 8 April 2003. However, on 28 February 2003 the petitioners, Anvil International, Inc, and Ward Manufacturing, Inc, made a timely request for a 50-day postponement. The DOC reviewed this request and has agreed to postpone this preliminary determination until 28 May 2003.
Commodity: Sebacic Acid, classified under HTSUS subheading 2917.13.0030.
Nature of Notice: Preliminary Results of Changed Circumstances Review and Preliminary Intent Not to Revoke AD Order in Investigation A-570-825, effective 27 March 2003.
Summary: On 26 November 2002 Morflex, Inc, a US importer of the subject merchandise and an interested party in this proceeding, requested that the DOC revoke the existing AD order. Morflex contended that Arizona Chemical Corporation, a domestic producer of sebacic acid, intended to cease its production in the US at the end of November 2002. Arizona Chemical asserted that it is the successor-in-interest to the original petitioner in this proceeding, Union Camp Corporation. In addition, prior to Morflex's request Arizona Chemical had notified the DOC that it intended to cease production of sebacic acid no later than 31 December 2002. On 10 January 2003, in response to the Moreflex request, the DOC initiated a changed circumstances review to consider revocation of the AD order on sebacic acid from China. However, the DOC now has preliminarily determined that there is no reasonable basis to believe that changed circumstances exist sufficiently justifying a revocation of the AD order. The interested parties have expressed interest in maintaining the AD order, and there are no grounds for assuming that a revocation is supported by "substantially all" of the domestic producers. Accordingly, the DOC's preliminarily determination is not to revoke the order.
Commodity: Heavy Forged Hand Tools, classified under HTSUS subheadings 8205.20.60, 8205.59.30, 8201.30.00, and 8201.40.60.
Nature of Notice: Amended Final Results of Administrative Review in AD Investigation A-570-803, effective 27 March 2003.
Summary: On 13 February 2003 the DOC published the amended final results of administrative reviews of the AD orders on heavy forged hand tools from China for the period of 1 February 2000 through 31 January 2001. However, Shandong Machinery Import & Export Corporation submitted comments alleging a ministerial error. After reviewing the allegation, the DOC determined that the amended final results did include a ministerial error, and has amended the calculations accordingly. As a result, Shandong Machinery's dumping margin is 0.05% (de minimis) for hammers/sledges. The current China-wide rate for the subject merchandise is 27.71%.
Commodity: Cased Pencils, classified under HTSUS subheading 9609.10.00.
Nature of Notice: Final Results of Changed Circumstances Review and Determination to Revoke Order In Part in AD Investigation A-570-827, effective 27 March 2003.
Summary: On 23 December 2002 The Smencil Company filed a request with the DOC to revoke the AD order on certain cased pencils from China, with respect to patented, scent-infused pencils. The DOC is now revoking this order, in part, based on the fact that domestic parties have expressed no interest in the continuation of the order.

Summary: The DOC has received requests to conduct a new shipper review of the AD order on certain preserved mushrooms from China. The DOC has initiated a review for Primera Harvest (Xiangfan) Co, Ltd, and Xiamen International Trade & Industrial Co, Ltd, covering the period of 1 February 2002 through 31 January 2003.
