Shenzhen--Hong Kong Technology Industry Cooperation

EXECUTIVE SUMMARY

Economic ties between the two neighbouring economies of Shenzhen and Hong Kong have always been close. Leveraging on the complementary functions of Shenzhen and Hong Kong enterprises, namely in production and overseas sales and marketing, a strong synergy of cooperation has developed. However, in the wake of the globalisation trend and intensifying competition from other parts of the mainland and Asia, both Shenzhen and Hong Kong have to address the issues of upgrading industrial structure and sharpening competitive edge. In fact, both Shenzhen and Hong Kong have a strong technology industry. If they can strengthen cooperation in their key technology sectors and further explore opportunities of integrating their advantages in R&D, production, and sales and marketing, extra results can be achieved.


Shenzhen - A Leading Technology Hub on the Chinese Mainland

High-tech industry is one of Shenzhen's economic development priorities. The output value of the city's high-tech industry skyrocketed from RMB 2.3 billion in 1991 to RMB 488.5 billion in 2005. Its high-tech exports account for 22% of the national total. In particular, Shenzhen leads the country in the electronics and communications industries.

  • Per capita GDP of Shenzhen is the highest among mainland cities; the city also tops the national export league.

  • Total R&D spending of Guangdong amounted to RMB 24.4 billion in 2005, trailing only Beijing and Jiangsu. Shenzhen accounts for 57% of Guangdong's R&D spending.

  • Guangdong leads the country in high-tech industry. In 2005, the output value of its high-tech industry reached RMB 1,054.1 billion, making up 31% of the national total. A significant share of Guangdong's high-tech industrial production takes place in Shenzhen (46% of the provincial total).

  • Shenzhen has set an annual growth target of 17% for its high-tech industry during the 11th Five-year Programme period, with an aim of increasing the share of the value-added of its high-tech industry in GDP to 35% by 2010.


However, Shenzhen's high-tech industry is highly concentrated in certain sectors such as electronics and communications. Due to this lack of diversity, the city's major products enjoy economies of scale but not economies of scope.


Hong Kong - Rendering a Technology Service Platform

Hong Kong has a well-developed transportation and communications network, a sound legal system and a pool of professionals, all of which are conducive to trade in goods and services. This, coupled with the availability of modern, international banking and financial services, has created a cluster effect. Today, Hong Kong has become a service platform for R&D and technology trading, with focus on information and electronic products.

  • Hong Kong's high-tech exports have been growing rapidly. Valued at US$95.3 billion in 2005, high-tech exports account for one-third of Hong Kong's total exports.

  • The Chinese mainland is both the major source and the major destination of Hong Kong's technology products. In particular, the mainland accounts for 54% of Hong Kong's exports which underpins Hong Kong's role as an entrepot for the mainland's high-tech trade. Hong Kong offers a wide range of trade supporting services for the transfer and trading of high technology on the mainland.

Hong Kong provides Shenzhen with a ready platform for launching overseas promotions as well as bringing in overseas partners for technological cooperation through the following channels:

- Trade fairs More than 20 international trade fairs are staged in Hong Kong every year. For example, the Hong Kong Electronics Fair (Autumn Edition) is the largest of its kind in Asia and second largest in the world.
- Overseas promotions The various kinds of international conferences and promotional activities held in Hong Kong provide industry players with international exchange and networking opportunities to help them stay competitive.
- Business matching Hong Kong companies and different public organisations have accumulated a wealth of business information and experience. This can assist Hong Kong and Shenzhen enterprises in obtaining intelligence from the international market while helping them seek opportunities and business partners overseas.


Shenzhen-Hong Kong Technology Industry Cooperation

Most Shenzhen enterprises have expressed interest in strengthening ties with Hong Kong, especially in sharing Hong Kong's technology-related business information. They are also keen to use Hong Kong's financial services to develop technology products, while exploring the international market. As Shenzhen ranks among the top technology players in Guangdong and in China at large in terms of front-end R&D activities and high-tech production, cooperation between Shenzhen and Hong Kong will offer much synergy and enhance the competitiveness of these two neighbouring economies on a complementary basis.

Shenzhen and Hong Kong - Jointly Exploring Mainland and International Technology Markets

According to the analysis of this study as well as the views of research institutes and key industry players, Hong Kong offers an excellent platform for both cities to carry out R&D, bring in technologies, cooperate in product development, address problems in the development of the technology industry, and obtain supporting services. To give full play to the synergy and the complementarity between the two economies, efforts have to be made to expand the service scope of Hong Kong and to remove geographic barriers and obstacles due to the different jurisdictions of the two cities. In sum, Shenzhen can ride on the advantages of the Hong Kong business platform to strengthen tripartite cooperation among Shenzhen, Hong Kong and overseas players, and to explore the mainland as well as international markets.

Hong Kong has a sizeable technology industry cluster comprising local and foreign technology firms, especially electronics companies. The cluster can support large-scale technology-related R&D and production activities that take place on the Chinese mainland and in Asia, including some key technology sectors in Shenzhen and Hong Kong such as the manufacturing of consumer electronics and electronic components. Meanwhile, Shenzhen also has a cluster of mainland technology enterprises which are good at R&D and high-tech production and can serve as an important gateway to the mainland technology market. All in all, Shenzhen and Hong Kong are well poised to grow a bigger cluster through cooperation and complementing each other's functions, which will in turn enhance their competitiveness in the region.
