Mr Woo was appointed by the Chief Executive and assumed the chairmanship of TDC on 1 October 2000. He was formerly Cairman of Wheelock and Company Ltd and The Wharf (Holdings) Ltd. Before joining the Council, he was Chairman of the Hospital Authority and Chairman of the Council of the Hong KOng Polytechnic University.

He is also Chairman of the smll and Medium Enterprises Committee of the HKSAR, Honorary Charman of the Textile Council of Hong Kong and the Hong Kong Shippers' Council, Honorary President of the Federation of Hong Kong Germent Manufacturers and a Member of the Textile Advisory Board.

Dr Liu is Vice Chairman of the Bank of China, Chief Executive of the Bank of China (Hong Kong) Ltd. and Chairman of both the Nanyang Commercial Bank, Ltd and the Hong Kong Chinese Enterprises Association. He is a Member of the Council of Advisors on Innovation and Technology and a Member of the Court of Hong Kong University of Scienve & Technology.
