Following are the summaries of current anti-dumping duty (AD) actions pertaining to mainland Chinese manufacturers taken by the International Trade Administration of the US Department of Commerce (DOC):

Product: Synthetic Indigo, classified under subheadings 3204.15.1000, 3204.15.4000 and 3204.15.8000 of the Harmonised Tariff Schedule of the US (HTSUS).
Country: China.
Nature of Notice: Final Results of Administrative Review in AD Investigation A-570-856, effective 12 September 2003.
Summary: The DOC has determined that a dumping margin of 4.60% exists for Liyang Skyblue Chemical Co, Ltd for the period of 1 June 2001 through 31 May 2002. The China-wide rate continues to be 129.60%.

Product: Freshwater Crawfish Tail Meat.
Country: China.
Nature of Notice: Extension of Time Limit for Preliminary Results of New Shipper Review in AD Investigation A-570-848, effective 15 September 2003.
Summary: The DOC has determined that the new shipper review pertaining to Shanghai Ocean Flavour International Trading Co, Ltd is extraordinarily complicated. Accordingly, it has decided to extend the time limit for issuing the preliminary results of this review until 24 February 2004. The period of review is 1 September 2002 through 28 February 2003.

Product: Cut-to-Length Carbon Steel Plate.
Country: China.
Nature of Notice: Continuation of Suspended Investigation A-570-849, effective 17 September 2003.
Summary: In September 2002 the DOC initiated and the US International Trade Commission (USITC) instituted sunset reviews of the suspension agreements on cut-to-length carbon steel plate from China, Russia, South Africa and Ukraine. The DOC determined that termination of the suspended AD investigations underlying the suspension agreements would likely lead to a continuation or recurrence of dumping. For its part, the USITC determined that the termination of the agreements would likely lead to a continuation or recurrence of material injury to a US industry. As a result, the suspension agreements remain intact. However, the government of China recently requested that these suspension agreement be terminated. The DOC expects to publish a notice addressing this request shortly.

Product: Bulk Aspirin, classified under HTSUS subheadings 2918.22.1000 and 3003.90.0000.
Country: China.
Nature of Notice: Amended Final Results of Administrative Review in AD Investigation A-570-853, effective 19 September 2003.
Summary: On 7 August 2003 the DOC determined that bulk aspirin from China is not sold in the US at less than fair value (LTFV). However, on 18 August the petitioner, Rhodia, Inc, filed ministerial error allegations. The respondents, Jilin Henghe Pharmaceutical Company Ltd and Shandong Xinhua Pharmaceutical Co, Ltd did not file ministerial error allegations or comment on the petitioner's allegations. The DOC has determined that ministerial errors were indeed made. However, the amended weighted-average margins are identical to the weighted-average margins in the final results, ie, the margins for Jilin and Shandong remain 0.00%. For all other Chinese exporters, the China-wide rate of 144.02% applies.
