Public Resource Fee on Outdoor Advertising in Shenzhen

In response to the suggestions made by delegates regarding reforms of outdoor advertising approval, the Shenzhen Municipal People's Congress has recently passed the Regulations on the Administration of Outdoor Advertising, setting out a unified system for the administration and supervision of outdoor advertising. To increase the effectiveness of public space and resource utilisation, outdoor advertising space awarded through auction or tender will be levied a public space and resource usage fee equivalent to a certain percentage of the transaction price. The owner of the advertising space and the advertising agency will be granted the right of use upon payment of the fee.
