Baoan Opens Hospitals and Schools to Foreign Investment
Shenzhen's Baoan district is understood to be expediting efforts to develop its central district by introducing market forces to operate those supportive services that are in demand by the general public and have good development prospects. The district will follow the principles of city management and identify which facilities are suitable for opening up to social and private investment. The move is intended to allow these sectors to be operated in a market-driven manner and alleviate the pressure of government authorities in constructing and managing these facilities.
The projects to be offered by Baoan include: the building and running of two or three schools by social organisations using the BOT (build-operate-transfer) mode; the building of a general hospital with a site area of 80,000 sqm and floor area of 64,000 sqm, with preliminary preparation work scheduled to be completed by the first half of 2004; the development of a 33,023 sqm site into a five-star hotel with a floor area of 83,000 sqm; offering a 30,000 sqm site for constructing a "book city", and developing a high-grade office building. In addition to these projects, the district will also make attempts at giving market forces a bigger play in projects such as greenery, environmental hygiene and car park.
